The video will be distributed to Vietnamese-language ethnic media around the globe. He is charged with dressing up in drag and pepper-spraying a singer from Vietnam at the Santa Clara Convention Center two years ago to protest the repressive policies of the communist government. The singer was able to resume the concert within about 45 minutes.
